Martin testified before the Subcommittee on Energy, Natural Resources, and Infrastructure, along with the CEO of A123 (and others) on May 1. His statement can be read at:

I think it's consistent with what he's been opining all along, however, he understands that to sell these things, tax credits could be a big deal. It'd be something if some of the senators actually bought a Roadster.
