They suggested the new plant would be in an Enterprise Zone. The zones are Siskiyou County, San Joaquin County, East Los Angeles, Salinas Valley, Kings County, Oakland, West Sacramento and Santa Ana. So, I would guess Kings County, Salinas Valley, or Oakland.
