Having spent time in a Highland LR, I'd say that even with a modest power bump the new Performance is a great deal. The power isn't as much as enthusiasts want but getting the tax credit will be a big selling feature.

Having done government work before, this thread reminds me of a tax payer funded project and after 200 pages of emails, nothing meaningful transpired. If the the 3L doesn't drop on April 23rd I predict a cost-plus project extension out to 269 pages.
